"Retard" means to pull back the throttles beyond "flight idle" to the "ground idle" setting. This message is actually telling you that you are
put on the ground. They are triggered the same moment the reverse thrust is enabled (but not activated) and the speedbrakes/spoilers
are deployed if you have autospoiler on.
The next step would be to apply reverse thrust as neccessary.
