Hi,
No, a controller would only reject an emergency in case of a very busy situation and after checking it on private with the emergency pilot to
make sure that it exist and that it is not an excuse to be the first for the approach.
VATSIM does not require any exam to pilots. This is up to the managers or conditions for each Virtual Airline.
Just to bring some light to confusions.
