Unbalanced penalty points

Perfect flights are possible, I'll upload a couple of my better ones later. But I have pilots not even at c1 yet with enough points for c2, one
of my pilots has never put a foot wrong and has over 1300 points but still a (C0) in rank due to only 4.5 hours flying time.

I consistently have "perfect" flights now. Although, that wasn't always the case... you could tell by looking at my points. I have -6500 pilot
penalty points, and +6600 pilot bonus points... I might get promoted the next time I fly! Imagine where I would've been if all my flights
were perfect though!
