Rolling-off taxiway/runway penalty

I realised that the handling difficulty was mostly due to the payload model I was using (pushing the centrer of gravity a long way rearwards into the
red) so I edited it accordingly.

I think the option to switch on the roll-off penalty regardless of aircraft weight would still be worthwhile.
