I posed a similar question several months ago. According to Dan, the flap and gear use the same value and it is found in the gear sped
limit parameter in the aircraft config file. Here is Dan's response:
"No, flap speed is taken from aircraft.cfg, "gear damage speed" parameter.
IF it's not present FsP use default 250kts wich should do the job with a
great majority of commercial aircraft."
