No penalty and no damages for excess flaps speed limit and gear ????

This the values of the Cessna Citation 2 :

I made a test full flaps and gear extended at 290 and no damage and no penalty ?
Only Damage at 310 kt,really strange because that doesn't correspond at the values in the aircraft Cfg ???
