How does FSP decide new plane price?

The reason I ask, is that I like to fly the Excalibur seen at the link below.

Although I don't have a profile for this plane yet. ( hopes someone who knows how can make one ) I did try to buy this plane and it
showed a new plane price of about 11 Million.

The plane holds 17 people including 2 pilots 1 crew and 14 Pax. The max payload is 3000 lbs.

Thing is.. the plane can go up to 2.35 Mach, and it stands to reason that this technology would not come cheap. I was hoping there was a
way to set the price to about 1 Billion.. something to shoot for, and not unreasonable for a prototype Business SST.

But I can't seem to find how I could alter the price of a new Excalibur. to 1 billion instead of the 11 Million FsP seems to calculate. Does
FsP figure the price by weight or something?

Also I would really like to see someone make a profile for this one. Untill then I may try to figure it out myself. If I do figure this one out Ill
upload it here along with the Patch for the Excalibur which was sent to me by the author of the plane which I can't seem to find anywhere
online.
