If you got a problem with the ATC chatter, you might experience a problem with edit voicepack. the "bugged" version was released not so
long ago (Edit voicepack has an automatic updater. Maybe you didn't realize it was updated). Read this thread:

FsP doesn't use ATC at all...

No, I don't actually use edit voice pack - I think I'll wait for the next version (although it'll be hard) as Dan has promised to fix a lot of issues!
