[Beta] VoicePackCreator for FsPassengers 04 and X

I'm on Vista and I use UAC - it works fine for me. Then again I'm an admin. I've never been asked to allow anything to do with FS or FSP.. I
also don't run anything as admin, it just works out of the box :S
