Does the Lukla airport taxes come with a parachute in case your plane does not gain enough speed for take off?

Btw, I just submerged myself into the flight level regulation thinggy. GIVEN I should ever fully understand this issue,we will have to change some routeplans for the worldtour.
Example: What if I fly in the south of Germany in the german airspace that is controlled by Swisscontrol (like Friedrichshafen)but with a course (north-easterly) that will keep me in Germany. So for Swisscontrol I am flying a northerly course = even levels, but for German airspace that would be easterly = odd. Swiss allowing all levels would mean that I would file the flightplan for odd numbers ?!
Answer (really straigthforward): In Switzerland the SOUTH-EAST/ODD / NORTH-WEST/EVEN regulation is used.
Flights to North-West directions (270°-089°) have to fly on an even flight level.
Flights to South-East directions (090°-269°) have to fly on an odd flight level.
