Remove everything related to fsuipc from your modules folder (also key and dll files etc). Then copy fsuipc.dll again to modules folder and start up.
This should do the trick. BTW, get the latets version of fsuipc, it solves some minor problems with ai traffic
And yes, the heli stuff installed by traffic 2005 is famous by now, I don't recall exactly the solution anymore but do a search on this forum and you
will find lots about it
