Just my two cents
On a fresh install of FSX, it will ask you for trusting any addon (dlls, gauges and so on). In this case you have to respond YES to let it load them.
If you did so and yet have this error message, it could be that FSX don't assume you as administrator. The very first try is to run FSX as administrator. Apart of this, it could happen also in case of copy/paste files from an old installation, that are pasted as readonly. Check first of all if your fsx.cfg or some other file is readonly.
