[Solved]FSPassengers became very buggy FS9

for now issue is solved, not sure which was the cure. in the system display settings "scale and layout" was set at 125%. this had the effect of FSP text not fitting on the background images correctly, although this was set like that for some time and never had an issue. then uninstalled/ reinstalled FSP as administrator without any compatibility selected, then setting FS9 to also run without any compatibility selected.
