I have the Q400 as well, not the latest version though, but I have not had the penalties you described....at least in a long while. I'm still thinking that some where in your settings something is not correct. I had to completely shut down the in cloud turbulence when close to thunderstorms (AS2016) because it would be far too violent for FsP's sake. Definitely got penalties for that one particular setting....for any aircraft.
