I have exactly the same problem like FSXSplash. I'm using FSX:SE since NOV last year and FSPax worked perfectly fine. Now I was updating my (PMDG!! Navdata) and from that moment FsPassengers stopped working with the same error that Fssplash posted some months above
So far I have tried:
*Reinstall latest Version of FsPax
*Restore old Navdata (just to make sure)
*Compatible Mode Settings:
-Run as Admin
-Deactivate Scaling with high DPI Values
-Compatible Mode with Windows 7 (I realised sometimes this one fixes some general FSX-Problems)

Of course I did search with Google before posting this and I found a post from last year someone had to remove specific registration keys to get it running (you'd have to repeat this every 1-2 flight). I would prefer a more longterm solution and since there was an update that should have fixed it in january, I'm looking forward to solving this with your help. I'd like to say again: FSPX was working fine for me before the update, after the jan-update and just stopped working today with above mentioned error message.

The Problem solved itself just like it appeared.. Without me (knowing) to have changed anything.
However this is what I tried:
Start FSX from Steam Icon (created by installation - no compatible mode changes possible), the error occured, I clicked YES. When using the fsx.exe shortcut which I used before, FSX crashed to desktop then. Now it didn't. After starting up a flight, I could use the old shortcut again. Everything works well. I could reload my DB-Backup, still working.
It seems to work now for me again, without really having a clue what was going on. People with more IT-Skills than I have, might be able to give a solution on the details that are going on in the background.
