Chris, even though the flaps show down, the frozen flaps condition will remain as if they are stuck in flaps one or totally up. I've had this happen
on all PMDG aircraft I own. The idea is to simulate the frozen flaps condition, so even if the aircraft shows full flaps externally, you will find the
aircraft pitching up as the speed bleeds off. Obviously you have to keep this in mind during a FsP failure with the PMDG aircraft. The first time I
found this out with the MD-11, I had to firewall the engines to get the speed up again
