Although the 7110 does not mention to specifically sqk 7700 for emergencies, (other than loss of communications), it does say you are
to specifically call a "Mayday" or a "Pan, Pan"
As far as I know you are to sqk 7700 as long as there is an emergency taking place. Sqk 7700 only if your not in controlled space seems
kinda backwards to me as no one would be there to notice or care anyways.
