That looks like a Grumman Hu-16 Albatross, that happens to belong to the U.S Coast Gurad,San Francisco division...
Which also during the time of the picture it was Celebrating its 90th anniversery.

Fisrt of all: No I did not search the authors name It was also used in the RCAF too.

Now, I will try to make this harder, although I may have picked an easyish plane.
