I fill tha tanks while in FS passengers and it says 100%, then I load the flight a and Viloa only 68% fuel! not enough for my flight, why
does this happen?

For the PMDG 747 you should use the fuel loader in the PMDG/General/Options menu within FS. Then start FsP load pax and cargo, and not load fuel in FsP.
I don't think the PMDG 747 works well with loading fuel in FsP, but then again i never tried it. I just do what the PMDG 747 manual says "Do not use any non PMDG product to alter the fuel load of the airplane." But then again it also says "Do not use any non PMDG product to alter the loading of the airplane." which i ignore and load pax and cargo with FsP.

Yes, Load the fuel either in the PMDG load manager or within FS9 via the PMDG menu.
