too many passengers for Citation x

I tried to do a flight with my Citation x and there were 27 passengers waiting at the gate. The problem is the Citation x ,depending on the
seating arrangemet can only carry up to 12 passengers and two Crew.

Have a look at the payload model. I've never seen FSP try to exceed the capacity given in the payload model.
