Is anyone having problems with FsPassengers just showing the announcements at the top of the screen instead of hearing them
spoken? Only a few announcements are heard. Is that how FSP is supposed to do the announcements?

You cant make sound heard in all views! but you can chance the text at the top in the FSP Text editor!
