Wow, this IS interesting. Putting the sim outside of the (X86) directory usually solves the issue. Are you still getting the same exception code? If so, there may be a issue within Windows 10 itself. Please go here for troubleshooting tips:

Just my two cents
On a fresh install of FSX, it will ask you for trusting any addon (dlls, gauges and so on). In this case you have to respond YES to let it load them.
If you did so and yet have this error message, it could be that FSX don't assume you as administrator. The very first try is to run FSX as administrator. Apart of this, it could happen also in case of copy/paste files from an old installation, that are pasted as readonly. Check first of all if your fsx.cfg or some other file is readonly.

Anyway post the dll.xml content just to see how it was edited by FsP

Ok this file is OK
Now tell me. Are you running FSX from inside Steam or from Windows Shortcut?
Then, last but not least, have you switched to the new FSX -SE Beta? In this case note that FsP isn't yet compatible with the new Beta version from Steam. If you're using that, note that you can revert to the normal version (into the Steam panel)

And what about the Beta? In Steam Client, in your games list, right click Microsoft Flight Simulator X: Steam Edition and choose properties. In the Property window got to the Beta Tab (the last on the right) There's a combobox with the version you are using. If it's fsx-beta just select the first option NONE then restart the Steam Client
